Tic Tac Toe is a simple mind game that can be played almost anywhere.
For playing it, you need a matrix of 3 X 3, you can draw it on paper. At a time two players can play it.
Players has to select(mark) one symbol in each cell. The final goal is to have three of same symbol in a row horizontally, vertically or diagonally
The first person chooses to use either X's or O's on his turn and pass the turn to Player 2
The players take turns putting their symbol on the grid.
The first player to have 3 of the symbols in a row, whether it is horizontally, vertically, or diagonally, is the winner.
Tic Tac Toe is normally played with strategy.
The main strategy is to start first and mark the center cell with your symbol.
If both the players are good in this game, there are more chances of draw.

How to Play :
When you start the game, you will see following screen
Status bar shows the name of the player and his symbol.
Also it shows the player's name highlighted in red whose turn is on. Once player 1, mark his symbol, the status bar shows next player name highlighted as shown in following figure
Now player 2 has to play his turn. After each turn, the intelligent game checks, if the latest action makes teh player a winner or the game is draw.

There are chances of Draw. If the game resulted in Draw, the screen will look like

File-> New => To start new game
File -> Exit => To close the game
Level -> Easy => To select easy difficulty level of the game
Level -> Medium => To select medium difficulty level of the game
